It was reported that 2019/20 Champions League campaign will restart in August, after the leagues end in July, but new arrivals or signings will not be able to play until the 2020/21 season.
Chelsea's new signing Hakim Ziyech and Timo Werner would join the Blues in July, and Werner's name has been removed from RB Leipzig's sqaud for Champions League, but he won't be able to play in Champions League with the Blues.
As per UEFA statement, Hakim Ziyech and Timo Werner won't be able to play in Champions League with Chelsea even when they would join the Blues in July.
An UEFA statement reads: "Teams will be allowed to register three new players on their List A for the remainder of the 2019/20 season, provided such players were already registered and eligible for the club since the last registration deadline.
"List A will still only be able to contain a maximum of 25 players. It will not be possible for clubs to register newly-transferred players."
In a simpler term, Chelsea will not be able to call on Hakim Ziyech or Timo Werner when they face Bayern Munich on August 7-8.
And, Pedro is most unlikely to finish the 2019-20 season with the Blues as he's about to join AS Roma.
Chelsea would have to struggle in the absence of Timo Werner and Hakim Ziyech when Champions League returns in August.
